According to their FAQ, “The vast majority of items are from unclaimed baggage which, after at least 90 days of intensive tracking by the airlines, are declared unclaimed.” By ‘intensive tracking’, we assume they mean ‘all bags that are unclaimed after a mislabeled postcard without a stamp is sent to the address on the tags’.
