Time Warner's Revised Subscriber Agreement Allows For Consumption Based Billing
Time Warner has revised their Subscriber Agreement to lay the legal foundation needed to implement consumption based billing, including usage caps, tiered rate plans, overlimit fees, and speed throttling.
