The fact is that AT&T didn't forget to pay their bill, or AT&T didn't sweep it under the rug, OP did. Whether OP actually forgot or just simply tried to get away as long as possible without paying it is immaterial; OP failed to make sure his account was in good standing. The only way I place the onus on AT&T for OP failing to ensure his bill is paid is if OP had automatic payment and AT&T fouled something up.
While it's true that AT&T had the ability to turn on service immediately (and why they wouldn't is beyond me since they can begin charging again for service immediately rather than June 1), they certainly didn't have any obligation to do so. If the problem were caused by AT&T, then they would have an obligation to act quickly.

In some states, she might even have an actionable argument against Walmart. I don't know Kansas law specifically, but being terminated for violating a company policy that isn't made clear, or that isn't common sense like drugs and crimes against the company, really constitutes wrongful termination.
In other states, like Pennsylvania, which is an at-will employment state, a business can fire any employee for any (or no) reason whatsoever, as long as it's not discriminatory or retaliatory.
Either way, since Walmart apparently made no attempt to notify her of that policy, OP is entitled to full unemployment benefits.
