As far as *I* know they send a letter after the first time you hit the cap that states you will be cut off for ONE YEAR AND BANNED FROM COMCAST, never had an issue with throttling since I *DONT GO OVER THE CAP AFTER SOMETHING LIKE THAT*. Now I just swap modem Macs every other month or so when I'm near the cap, when you update your mac on your account they remove the old modem's history and the new modem starts fresh, this is how I've been getting around the cap for over a year now.

AT&T Can Unlock Your iPhone, But Only If You Leave AT&T
Yes, they'll unlock ANY phone. I don't know what the big deal is about unlocking the iPhone, seems to be a pain in the ass as opposed to regular cellphones, but I've had cellphones from friends and family that DEFAULTED on AT&T, never paid the etf, etc and in some cases still had an active account, I've unlocked all of them by simply calling AT&T from a phoneline not associated with an AT&T wireless account, telling them I bought the phone on ebay, and that I'm not a customer, and need to unlock it. They ask for the IMEI, give me a code to punch in, and it unlocks it. iPhone I imagine has some stupid iTunes process, but I can't imagine this ruse being any different just because of the actual phone unless AT&T/apple ties iPhone IMEIs specifically and has a better 'watch' on them.
