That is actually the nature of cable internet. They have a single pull into the neighborhood. If you are are the only one on it its smoking fast. As more and more of your neighbors use the connection it gets slower at peak times.

I am torn. While I think its a HUGE waste of money to prosecute this, I have to think at what point is it OK to steal.

I have been a SD'er for about a decade. I can tell you that the first rule of a SD don't call. The second rule is if its too good to be true, it probably is. There is no point in whining about the "bait and switch" or saying they should honor the deal and lose a lot of money. If you get lucky and get one at the great price good on you. Otherwise move on to the next deal.

I just buy the plastic restoration/deoxidizer stuff from the local auto parts store. $5 and it works great.

Mine actually put a sign in front of the scanner asking you to give the paper to someone. There was no one around so I scanned it anyway. They did not like that.
