Go back to the store, buy another set of identical boots. See if it rings up at $150 or $6.83. If $6.83, then it must be on sale; buy all of them and resell on craigslist. If $150, then return the first set of boots for a refund.
Alternatively, consider that the person who made those boots for you didn't get even get paid $6.83 to do so; and the cow who provided the raw material didn't have any choice in the matter; no sense in worrying about all of the other people's profit.

Be careful how much freedom you give your property management company. If they are the type that listens to whatever the tenant says, the next thing you know, you have a new hot water tank, dishwasher, furnace, etc, and it's all coming out of the rent cheques you were expecting to receive. For a few months we received no cash at all towards the mortgage.
