Actually, in that situation the finder has the best claim to the money except for the original owner. If a reasonable effort has been made to find the original owner (what is "reasonable" varies state to state; usually something like turning it over to the police for a certain period of time), then the finder gets the money (there are exceptions, e.g., the finder was trespassing, in which case the property owner gets the money).
With bank errors such as these, however, the "finder" has no claim to the money. The money is turned over to the state, which makes a "reasonable" effort to notify the previous owner(s), after which time the money becomes the state's.
So, what should have happened is the money should have been turned over to the state, who would return it to the IRS (the previous owner, even if the old woman was supposed to get the money, it never actually became hers) based on the bank's records.
Actually, now that I think about it, I don't think the old woman has any legal claim to the money he spent. The IRS has a claim to the money he spent, and the old woman has a claim to money from the IRS, but the transitive property does not work with finances.

I think everyone should have a camera. I don't think private citizens should be required to turn over the video (5th amendment protection against self-incrimination should be in effect for such cameras), but this would solve the unreliable witness problem that plagues our current justice system.
Think of how streamlined most cases would become! "We have 30 witness cameras that show you committing the crime." And case closed. (Yes, criminals would start destroying cameras, but it's one more problem in their path.)
This would also be awesome for capturing special events (wedding videographer? Pah!) and spontaneous awesomeness that otherwise would be lost.
The possibilities are endless and awesome, as long as each person is never forced to turn over video to any other person and they're completely unhackable. Oh, wait...

600 miles (and 10 hours) at a (quite good) 30 mi/gallon ends up being 20 gallons of gas, at $3.50 gallon is $70. It's only $140 to fly and takes an hour and a half. Definitely worth $70 to save 8 hours.
On a side note, I know people who commute, daily, from Spokane to Seattle via plane. It's apparently cheaper than living in Seattle and faster than dealing with Seattle gridlock.

Pshh... I had this happen (on United), but worse.
I was flying from Denver, CO to Spokane, WA. We were on approach to Spokane when we suddenly pulled up and redirected to Portland, OR. We were alternately told there was weather in Spokane (there wasn't) and that there was a mechanical malfunction. I can't figure out how it's better to fly from Spokane to Portland and land in Portland than just land in Spokane, but whatever. Apparently they knew it would fix itself on the way over or something.
Then we were shoved on a bus for 7 hours. We got to Spokane around 5 am. What were we offered? Nothing. I don't even remember getting an apology, but it was the middle of the night and I was tired, so who knows.
We were told we could buy food and drink ourselves. A near-hysterical mother who didn't pack enough baby formula almost took off our customer service rep's head when he kept suggesting she buy something for her baby from Starbucks and that there wasn't an open Walmart within 50 miles of the airport (I've check. There is. Come on, it's Portland). Eventually, she was given a hotel room and a rental car.
The rest of us had to fend for ourselves until the buses came. The buses stopped once at a rest area where we could buy stuff (on our own).
Afterward, I was able to wring a $150 coupon out of their customer service system through excessive complaining and cajoling, but I still haven't used it. Why would I want to?
