Does that apply to selling pirated goods, though? When dealing with a physical item, or the licence to use one, copyright infringement is not the only concern.

Which is likely why the OP was not formally charged with anything and is instead being told to cooperate and pay up. In numerous piracy cases the mere act of offering items is considered the offence, but I assume this only sticks if they can be caught with the pirated items in their possession. There are other conditions, I'm sure, but I'm too lazy to look them up right now.

IANAL, but offering a product for sale is sufficient for a charge of piracy. Purchase is sometimes required to verify the product is actually pirated, but it depends on what’s being sold. Regardless, the company’s method of determining the legitimacy of the product sounds ridiculous.
