Evil (playing dress-up as reporters to lob softball questions), inept (sending out an announcement to the hoards of real press people with an impossible deadline to make, thus ensuring everyone will write about the farce) and deceitful (FEMA had VERY little to do w/ the SoCal fires since most everything was handled (or not) by local authorities).

GOP-run FEMA breaks new records every time they venture out in public. Sort of awesome, in an evil, inept and deceitful way.

and with Dems controlling Congress, so dumb. Henry Waxman cometh.

I don't think the the actual fake press conference itself is as bad as the realization that out of all of the people that were involved, or must have known about it, not one person said, "Whoa, whoa, whoa. Is this a good idea? What are our reasons for holding a fake press conference? It seems to me no good can come from this."

Not one person said that and if they did, they were ignored? If I were in charge of discipline I would ask if anyone raised objections to this stunt. If someone did, that person should be put in charge.
