PayPal To Introduce $20 Rebates
PayPal plans on giving $20 rebates to customers shopping at participating partner sites, November 23 through May 15, 2007. Online merchants include iTunes, Barnes & Noble, Dell, Petsmart, Starbucks, Art.com, HP, and many more.

So, do you only get a $20 rebate once per Paypal account, once per merchant site, or actually once per transaction? I can't see it happening more than once per Paypal account.
Also, that PromotionExpert site you linked to mentions "cash rebates up to $20," so maybe there will be a minimum purchase required for the full $20.
